武汉东湖新技术开发区产业创新与产业结构优化升级的耦合研究

Study of coupling relationship between industry innovation and industry structure optimization and upgrading in Wuhan East Lake High-tech Development Zone

摘要: 通过建立开发区产业创新与产业结构优化升级耦合模型,选取武汉东湖新技术开发区进行实证分析,测算其2003—2015年产业综合系统的耦合关联度和耦合协调度,并提出相关建议与对策。研究表明:东湖高新区产业创新与产业结构优化升级之间存在耦合关系,2003—2015年间产业系统的耦合关联度和耦合协调度均呈上升趋势,耦合协调度变化更为突出,耦合关联度仍有较大进步空间,其动态变化过程与地方政策息息相关。根据产业创新子系统与产业结构优化升级子系统的发展贡献度,可坚持走创新要素引领的园区发展道路,进一步推动不同产业相互融合,促进资源优化配置和资源重组,以提升园区产业发展水平,实现园区经济的可持续发展。

Abstract: This paper establishes a coupling model between industrial innovation and industrial structure optimization and upgrading in development zones. Wuhan East Lake High-tech Development Zone is selected as the study area, and the empirical analysis is carried out. The coupling degree and coupling scheduling for the 2003-2015 industry comprehensive system of East Lake High-tech Development Zone are calculated, and relevant suggestions and countermeasures are put forward. The research shows that there is a coupling relationship between industry innovation and industry structure upgrading in East Lake High-tech Development Zone. The coupling correlation and coordination degree both increased from 2003 to 2015 and the change in coordination degree was prominent. However, there is still much room for improvement in the coupling correlation. The dynamic process of change is closely related to local policies. According to the contributions of industrial innovation subsystems and the industrial structure optimization and upgrading subsystems, the development of the zone should be dominated by innovation factors. Moreover, the integration of different industries and the optimization of resource allocation and resource reorganization should be further promoted so as to enhance the level of industrial development of the park and realize the sustainable development of the park economy.
