Space communication has many distinctive characteristics, such as limited resources and high error rate. The CCSDS (Consultative Committee of Space Data Systems) IDC (Image Data Compression) standard is a new image compression standard designed for space communication. However, the IDC can not exploit the temporal correlations of video sequences and thus is not suitable for space video communication. As a result, we proposed a new scalable 3D wavelet video coding scheme based on CCSDS IDC standard with motion compensated temporal filtering. We also proposed a novel dynamical grouping algorithm in this paper. The experimental result shows that this new coding scheme has outstanding efficiency and scalability, and can be adaptive to the bandwidth variation of space network dynamically.
