黄河三角洲典型城市经济-资源-环境系统协调发展评估和路径模拟:以滨州市为例*

Assessment and pathway simulation of coordinated development of economy-resource-environment system in typical cities of the Yellow River Delta: the case of Binzhou City

摘要: 区域经济-资源-环境系统协调是实现可持续发展的关键,如何基于可持续发展理念,依据区域特征因地制宜地开展研究与实施对策是一个重要的学术主题。本文以黄河三角洲典型城市山东省滨州市为例,构建耦合协调度模型评估2000—2020年间其经济-资源-环境系统的耦合协调发展状态及演变特征;利用系统动力学原理,通过子系统间因果反馈关系和流图分析,基于71个指标构建滨州市经济-资源-环境的系统动力学模型,设定现状趋势延续模式、第二产业主导模式、资源环境优先模式和协调稳定发展模式4种情景,对其可持续发展实现路径进行仿真模拟。结果表明:(1)过去20年,滨州市耦合协调发展水平逐年提升,耦合协调类型由失调逐步过渡到良好协调状态,但系统存在不稳定性;(2)通过对相互耦合复杂巨系统的参数运算和多情景模拟分析,指出延续当前发展模式不能实现滨州市的高质量可持续发展,兼顾经济、资源、环境效益的协调稳定发展模式是滨州市实现可持续发展的相对最优方案。

Abstract: The coordinated development of regional economy-resource-environment system (ERE) is a crucial aspect of achieving sustainable development goal. By taking Binzhou City in Shandong province, a typical city in the Yellow River Delta, as an example, this paper constructs a coupling coordination degree model and examines the coupled and coordinated development of its economy-resource-environment system from 2000 to 2020. Furthermore, a system dynamics model (SD) of Binzhou City's ERE is constructed based on 71 indicators, through which causal feedback relationships and flows among subsystems are illustrated. Four scenarios are set for simulation as follows: current trend continuing mode, secondary industry leading mode, resource and environment prioritizing mode, and system coordinated mode. The results show that: (1) over the past 20 years, the level of coupled and coordinated development in Binzhou City has been increasing year by year, and the type of coupled and coordinated development has gradually transitioned from being out of balance to a good coordinated state, but there is still instability in the ERE; (2) Through SD parameter calculation and multi-scenario simulation analysis of Binzhou City's ERE, it is pointed out that continuing the current development model cannot achieve high-quality sustainable development in Binzhou City. Therefore, a coordinated and stable development model, which takes economic, resource, and environmental benefits into account, is suggested as the relatively optimal solution for Binzhou City to achieve sustainable development in the long run.
